Healthwatch was set up in 2013 to champion the rights of health and social care users, and hold the health and social care system to account for how well it engages with the public. Its remit covers all publicly funded health and social care services for adults and children.

The Advocacy Project delivers Healthwatch services in Kensington & Chelsea, Brent and Westminster – three of 152 local Healthwatch organisations. We’re building on the important work that’s been done to date, while bringing new insights from the voices of seldom heard and hard to hear groups. 

About the role

The role is to lead the work of Healthwatch Kensington & Chelsea, working with a small skilled staff team and a range of volunteers and other community stakeholders. In particular, you will share our commitment to embed user engagement and community development at the heart of the Healthwatch service model, empowering user voices and improving access to health services. 

You’ll have an opportunity to develop the service in line with our ambitious vision. This will include leading on the planning and delivery of targeted projects, supporting a diverse and varied engagement programme, and building relationships with a range of strategic partners. The Healthwatch Manager (Kensington & Chelsea) also takes the lead on managing our local Advisory Board.  You will work closely with the Healthwatch teams in Westminster and Brent. 

Key responsibilities

 Ensure Healthwatch Kensington & Chelsea’s work conforms to all required principles, objectives and statutory obligations, and meets all contractual requirements between The Advocacy Project and Brent Council. 

 Manage and motivate a small staff team to deliver an effective and vibrant local Healthwatch.

 Provide leadership to make sure the patient and public voice is heard across health, social care, children’s and other sectors in a continuously changing external environment. 

 Support the effective working of the Healthwatch Kensington & Chelsea Advisory Board. 

 Ensure local communities are able to participate fully in our work, particularly those that are least likely to have had their voices listened to. Support these communities in influencing local and national policy. 

 Represent Healthwatch Kensington & Chelsea at strategic governance and external meetings with key stakeholders, liaising with nominated Board leads regularly. 

 Develop the service to respond to emerging trends and needs, keeping abreast of Healthwatch England best practice to continually enhance the quality of the service. 

 Monitor the service to make sure it delivers to time, budget and quality; provide reports evidencing this to key stakeholders, including local commissioners, Healthwatch Advisory Board, the Bi-borough Health and Wellbeing Board and Healthwatch England. 

 Develop effective partnerships with key staff in health and social care services. 

 Work with the communications and engagement lead to make sure all relevant internal and external stakeholders receive relevant, timely and up-to-date communication about all Healthwatch projects. 

 Work with the Healthwatch Service Manager and Head of Business Development to identify opportunities for funding additional work which will add value to our Healthwatch services. 

General responsibilities

Person specification

Essential 

 Excellent knowledge of and experience of working with the health and social care system and the voluntary and community sector.

 Thorough understanding of user engagement, community development, user involvement and co-production principles and practice. 

 Experience of working with diverse communities and tackling discrimination and inequality. 

 Understanding of the public health challenges in Kensington & Chelsea. 

 Experience of managing team members. 

 Experience of contract management and compliance. 

 Excellent communications (written and verbal) and interpersonal skills. Effective in working with a wide variety of stakeholders ranging from trustees, commissioners, partners, colleagues and local residents.   

 Able to interpret complex information and deal effectively with competing interests and challenging situations. 

 Excellent organisational skills who can work on their own initiative and plan and prioritise your own workload. 

 Experience of working with a budget. 

 Commitment to working within The Advocacy Project and Healthwatch code of conduct, equality and safeguarding policies.

We support colleagues across the team to take part in and share reflective practice, self-care, peer-support and training.

Our Adults Advocacy service offers non-statutory, single-issue, instructed advocacy for adults with a confirmed diagnosis of M.E. We encourage self-advocacy where possible, though many of our clients are too severely affected by M.E. to be able to take undertake this.  

As an Adults Advocate, you will manage a caseload of clients, as well as inputting and contributing to the triage process along with your Advocacy colleagues. You will meet with clients by phone, email, Zoom and/or SMS; we can also facilitate communication by post if this is required. We are not able to offer home visits or face to face meetings.

Our Helpline runs from 9am to 7pm Monday to Friday, and we’re looking for an enthusiastic, warm and experienced individual to support our dedicated Helpline Volunteers and Befriending Volunteers within the Helpline team.

This role requires working flexible hours, including 9am–5pm, 10am–6pm or 11am–7pm between Monday to Friday to meet services and volunteer needs (3 days a week).

THE OPPORTUNITY

We are now inviting suitable candidates to apply for the role of Service Lead.  This position will manage a team of around 20 Employment Advisors (EAs) and Senior Employment Advisors (SEAs).  The role will be guided and supported by a Head of Services, as well as Twining’s established and experienced Senior Leadership Team and Trustees.

THE ROLE – SERVICE LEAD

You will be responsible for the ongoing day to day leadership and management of the Employment Advisors (EAs) and Senior Employment Advisors (SEAs) in Talking Therapies service across Ealing, Harrow and Hounslow.

You will liaise with managers, clinicians and GPs across the NHS primary care pathways to ensure that services are coordinated and pathways into, and out of, the service are managed effectively and efficiently.

You will ensure the service operates in line with national guidance related to Employment Advisors in Talking Therapies and gives consideration to wider disability employment and retention support models, whilst striving to achieve and maintain national best practice in this field.

You will ensure the team develops in a manner that facilitates clients being referred to the service quickly, so they do not remain unsupported whilst on sick leave, and then support them to return to work swiftly (where appropriate), or to follow the destination that is best suited to their circumstances, enabling individuals to achieve positive service experience outcomes.

You will work in partnership with key stakeholders and contract managers.

This role will require someone experienced in leading the delivery of a mental health support programme, whilst managing and meeting commissioner performance expectations.

SERVICE LEAD RESPONSIBILITIES AND DUTIES

1. To develop and manage the Employment Advisors in Talking Therapies Service, providing high quality, timely assessment and support interventions, including signposting for specialist external advice such as ACAS, welfare benefits advice, union or specialist employment law advice.

2. To have specialist knowledge and understanding of employment support and retention to be able to promote an early intervention model, which predominately focusing on supporting people into their preferred job choice, supporting them to remain in work, or enabling them to gain early access to advice and support to reduce the risk of not starting or losing their employment.

3. To manage the performance activity, data quality and service delivery of the team and ensure they provide an integrated and effective service.

4. To ensure the staff have an understanding of the process and philosophy of the positive benefits that work can have on an individual’s health, as well as understanding the benefit of early intervention and support for those at risk of losing their employment due to poor mental health, disabilities, health conditions or issues at work.

5. To oversee the development of new initiatives within the Employment Advisors in Talking Therapies Service in line with national best practice and planning capacity for the team to meet the anticipated increases in demand for the service as a result of changes in the economy or incidence of poor mental health.

6. Ensure the service works within national and locally agreed frameworks and develop key performance indicators if none exist.

7. To ensure that the team has appropriate arrangements in place to guarantee that efficient, effective, equitable and economical services are provided to all clients.

8. To respond to complaints and suggestions from clients and carers in accordance with policies and procedures, and to participate as appropriate in the investigation of complaints, grievances, significant events and disciplinary manners in accordance with polices and present the outcome of the investigations to the relevant personnel.

9. To lead the team in the development of knowledge, ideas and work practice.

10. To monitor the workload and performance of team members using electronic systems to monitor performance.

11. Provide reports to senior managers and stakeholders regarding activity and exception reports for information.

12. To provide regular line management supervision to members of the team.

13. Ensure all team staff receive annual Appraisals and have personal development plans in place.

14. To participate in own Appraisal to ensure development and planning.

15. To agree and monitor explicit performance targets with staff relevant to service delivery.

16. To monitor staff sickness and absence and offer appropriate counselling or appropriate actions.

17. To recruit new staff to vacancies that may arise within the service.

18. To promote and foster good relations with other teams and agencies and stakeholders, ensuring that any issues are addressed at the earliest stage.

19. To ensure that full and appropriate use is made of information systems and that all relevant activity and intervention is recorded appropriately to enable access to information regarding individual clients and also aggregated data.

20. To attend regular management and planning meetings, workshops and conferences relating to health issues and employment, as appropriate.

21. To remain well informed about the national agenda for Employment and Retention, health and social care, and the economic picture.

22. To keep abreast with current best practice in the field and continue to foster a network of specialist support for those who are employed but need support.

23. To make presentations, where appropriate, to staff, clinical colleagues or management groups regarding current national or local issues.

24. To implement and support any performance management systems agreed by senior managers. To regularly monitor and audit systems and records to ensure compliance with procedures and standards.

25. To take note of and, where appropriate, act upon any external audits or reviews that are of relevance to the team.

26. To take responsibility for the efficient use of resources within the team.

27. Provide the team with specialist advice for more complex cases as required.

28. To undertake any other duties of a similar nature consistent with the responsibilities of this post and as required by your manager.

The role holder must also:

1. Pass a Disclosure and Barring Service (DBS) check at an Enhanced level.

2. Possess excellent IT skills, including familiarity with Microsoft Office software, as well as experience updating and maintaining databases.

3. Maintain accurate and up to date records of activity and outcomes in line with service performance requirements, ensuring the IT database is up to date and paperwork compliant.

4. Receive regular supervision and training to meet individual, team and organization’s needs.

5. Contribute to the development of a service that is locally responsive and supports minority/disadvantaged communities.

6. Comply with and actively promote all Twining policies and procedures including Equality and Diversity, Safeguarding, Data Protection and the Health and Safety at Work Act 1974.

We campaign for social change. We also incubate and support local charities and social businesses to thrive, so together we can meet the diverse needs of the local communities of Wandsworth. Each week we work with 28+ charities supporting more than 1,000 people.

Katherine Low Settlement’s work with older people

Katherine Low Settlement has worked with older people since its conception in 1924.They are a core part of the community that we continue to work with. We provide, often in partnership, a range of projects and activities for older people including health and wellbeing; creative arts; intergenerational work; connecting people and trips/outings. Our services include an Older People's Lunch Club, Contact Club, T’ai Chi for Elders, exercise and social sessions, and support online.

We work with older people to:

• Encourage active and independent living

• Reduce isolation and loneliness

• Improve well-being and prevent ill-health

• Enable older residents to be dynamic and contributing members of the Wandsworth community.

Key Objectives for the Elders Core Service Manager Role:

1. Team Leadership: Lead a team of dedicated part-time paid staff and volunteers, including a cook, support worker, minibus driver, and sessional workers.
2. Day-to-Day Management: Manage the day-to-day operations of the Elders Core Service, including the lunch club, transport, social sessions, and overseeing the one-to-one work of the core team.
3. Collaboration: Work collaboratively with the wider team to provide a hands-on program that builds on older people's strengths and potential.
4. Monitoring and Evaluation: Support the monitoring and evaluation of the project in collaboration with the Head of Programme.
5. Budget Management: Ensure the program operates within budget constraints.
6. Member Engagement: Support the planning of the core program with input from elder members and the wider team.
7. Recruitment and Support: Recruit and support new and existing members (service users).

Main Duties & Responsibilities:

1. Delivery

• Planning and Oversight: Ensure that all service output aligns with KLS' vision, mission, values, and charitable objectives. Organize and promote one-off activities throughout the year.
• Transport Management: Manage the transport offer, including route planning and pick-up schedules.
• Record Keeping: Maintain accurate activity records, registers, and casework notes for the core team.
• Outreach and Support: Conduct outreach work with older people in the community, oversee home visits, and manage a small caseload.

2. Staff and Volunteer Management

• Recruitment and Line Management: Recruit and manage the Outreach and Support Workers, Lunch Club Cook, and relevant social activities workers and volunteers.
• Performance Management: Use performance management and quality systems to monitor and evaluate the project's work and processes.

3. Relationships, Communication, and Networks

• Member Engagement: Build and sustain strong relationships with elder members.
• Communication: Oversee communication for the Core Programme, including newsletters, activities calendar, annual reports, and social media platforms.
• Meetings: Attend meetings on behalf of the Core Programme as required.

4. Finance

• Budget Management: Manage project areas to budget and maintain financial records as agreed with the Head of Programme.

5. Other Duties

• Professional Development: Participate in regular management supervision and annual appraisal. Identify job-related development and training needs.
• Professional Conduct: Professionally undertake roles, maintaining a high-quality standard of work in line with KLS's aims, values, and ethos.

The Margins Project, Union Chapel’s Frontline charity, work with people who are homeless or who are at risk of homelessness and helps address pertinent social justice issues these communities face.

The charity runs three integrated programmes:

• a community drop-in programme providing access to nutritious hot meals, and limited access to showers & laundry services.

• advice and engagement programme providing one-to-one as well as group advice service on benefits and housing, and onward referrals to pertinent services.

• support employment programme offers a paid catering training to 10 people who have had experience of homelessness, substance misuse, mental ill-health, and or imprisonment.

Our range of services are designed to help guests (service users) at varying stages, from having no roof over their head to getting back into employment.

This role offers an opportunity for an experienced adviser to help shape and evolve Margins services. Experiences on the ground at the drop-in programme inform the charity’s strategic direction. The role will involve expanding our partner network to link into pertinent statutory and other charitable organisations that provide services that will help our guests with their housing, substance misuse, recidivism, and mental health challenges.

We work closely with people on an individual case work basis to get guests off the streets, into hostels or temporary accommodation where possible, and work with private and social landlords on a range of issues. We support and represent the people we work with on the phone and in person, including at the council, the doctors, the job centre, and benefits tribunals.

Our drop-ins run on Mondays and Wednesdays 11:00am to 1:00pm where attendance is currently from 65 to 75 guests. The advice and engagement worker works more intensively with smaller numbers of up to 20. The demand for more follow up work and advocacy support has been increasing over the last two years and this in-house advice worker is critical for this demand.

Working collaboratively with the Drop-in Community worker (currently vacant), the head chef, and a small group of dedicated volunteers, you will be responsible for the support of a caseload of guests, some with complex needs, and will undertake key work responsibilities including registering the guests, identifying their housing, benefit and personal needs and conducting all necessary follow ups including occasional advocacy support, where deemed necessary.

Purpose of Job:

• To advise and assist guests (service users) with benefit claims and related issues, e.g., Housing Benefit, DLA, PIP, Income Support, ESA, Universal Credit, and other benefits. In particular, assisting them to claim Housing Benefit and UC to reduce risk of rent arrears.

• To develop significant contact and liaison with comparable housing and benefits advice organisations.

• To encourage guests engage with Margins activities, and where practicable, with the wider Union Chapel activities.

• To develop, facilitate and deliver group advice workshops/training programmes and open discussions forums to engage guests who historically do not engage with Union Chapel.

• To Refer Margins guests to relevant internal and external services.

The Advice and Engagement Worker will have an active role in identifying and engaging guests as well as referring potential candidates to the Supported Employment Programme, a programme anticipated to expand beyond its current services in Margins catering.

Responsible For:

• Working with caseload of guests

• With the support of drop-in services community worker (currently vacant) to ensure the smooth running of the drop-in services

• Identifying opportunities to improve services both at a project and organisational level.

• To encourage and assist guests achieve the maximum income from benefits to which they are entitled to, and to refer to relevant support services such as mental health, social services, community support.

• To liaise closely with local authorities, social, and private landlords to try to achieve the best outcome for our guests.

• To identify if the guest is accessioning the right benefit that will support their long-term wellbeing.

• To support newly arrived refugees with their housing and benefit advice needs.

• To actively assist guests with formal appeals against Local Authority, DWP and HMRC decisions regarding benefit entitlement. Representing at Appeal Tribunals.

• To signpost guests to resources that can assist them in finding work.

• When needed, signposting guests to specialist providers in mental health or drug and alcohol support services.

• To Support guests on paying their rent, including providing advice on benefits and debt management.

• To Address breaches of occupancy agreements and develop strategies that would prevent and avoid eviction.

• To assist guests with backdated claims for Benefit by supporting their applications through to completion.

• To ensure all guests’ files are up-to-date and that data is captured on our management system.

• To provide written reports and statistics as and when requested.

• To attend supervision, training, and meetings as and when required.

• To provide advocacy support to guests as and when required.

PERSON SPECIFICATION

This is an exciting opportunity to be part of and help shape a new DHSC funded project - Early Support Hubs - providing innovative ways to support Young People’s (11 – 25 years) Mental Health and Wellbeing across the borough of Hackney.

This Early Intervention approach will enable young people to access support in a timely way within their own community and we will work collaboratively with the Hackney Super Youth Hub enabling a one stop shop experience for local young people.

We are looking for passionate and motivated Therapeutic Youth Workers who are committed to supporting positive change for local young people to join our team.

Main Responsibilities:

· Undertake 1:1, group, detached and outreach work with young people

· Provide one-to-one key-working up to 12 sessions, combining youth work values and principles with a therapeutic, trauma-informed approach to help address a wide range of issues that may impact on young people’s mental health and wellbeing e.g. housing, employment, physical health, education, finances and relationships.

· Use a supportive, young person-centred approach. e.g. explaining what services are and what they do, ensuring information is accurate and up-to-date, filling out forms together, making personal introductions, accompanying young people to initial meetings/sessions, being with them during phone calls etc.  

· To work with the Hackney Super Youth Hub, to support young people and liaise with appropriate professionals in the network.

· To maintain confidential, up to date and accurate records of all sessions and plans.

· Be an advocate for young people, supporting colleagues to understand adolescence, and how to engage with young people, particularly with concerns around:

o mental health and wellbeing of children and young people.

o Supporting vulnerable groups who would not otherwise receive support (levelling-up).

o Improving children and young people’s engagement with EET.

· QCF Level 3 Diploma in Youth work or equivalent and have experience of youth work in a youth work setting

· Experience of working with young people, delivering therapeutic groups and/or 1 to 1 interventions in a youth work or similar setting.
